Council vans taking up all parking

There are some council workers who live in this area and they bring their council vans home every day, keeping them there over night and weekends they never move. Due to the amount of work vans in our carpark, space has got very limited and people are having to park in different carparks and walking further to their homes. These individuals also have their own personal cars too kept in the carpark making for less room. This has been going on for a long time, months even. While it is appreciated that it is easier for them to go straight to work from there, it is also quite unfair on people living in this area as they can't park close to their home. Also because of the lack of space, there is a path that is used to strollers and disabilities that is getting blocked off by cars since they are trying to find spaces.
