The tree and vine is an eye sore and is heavily overgrown causing the tree and vine to overhang my garden and creating a mess for a large part of the garden. Because of this, the area in that corner is very dark, which is affecting nearby shrubs, and my apple tree

Sorry, but you have this wrong when you state that the tree is on private land. Not unless things have changed and residents were not notified. The land is managed and owned by Bromley Council. The land was used years ago as a sports football field, but has now been neglected with trees allowed to grow , forming a woodland. Part of the land is also used by Duke of Kent Court Bowls club. I have attached a screen shot. Recently council contractors were also sent in to that area of land to prune a nearby tree which had also overshadowed a house. You need to check, I suggest the Councils Estates team, maybe Tony Cooper, and also legal who will have the history. Going back to my original request, as the tree is on council property, you have a duty to maintain.
