Construction work on private dwelling causing danger on pavement

This morning, I found the pavement outside the new dwelling construction site in a dangerous state: a very deep hole has been dug alongside the pavement, with the digger having encroached into the pavement and narrowed it; no barriers to stop people falling sideways into the front of the property; no signage warning of the dangers to pedestrians. Previously, for some months, there have been construction vehicles parking on the pavement and completely blocking it.
