Path full of litter

The path that runs alongside the stream behind the Newman school field has been full of litter for years. My elderly parents have collected over 45 recycling bags full in the last 5 weeks. These were mostly Stella cans that have been thrown into the bushes by the same man who has sat there there drinking for years. Is there any possibility that a street cleaning team could visit every now and then to keep the place tidy now that my parents have done the hard work?!
