X2 Vans parked on foot path outside house everyday

X2 vans continuously parked outside house (one of which isn’t in the picture at present) affecting use of footpath/steps. People unable to get pram past or use footpath. Mud holes left from the van have caused people to fall and slip whilst using footpath or causing them to walk in the mud as unable to use the path/steps. Loud music and engine noises continuously outside house; myself trying to sleep from working night shifts. Rubbish from the van left outside house, including wires, house hold items and oil etc. Issue has been ongoing for months ?year, council have been contacted by numerous neighbours to complain but nothing is being done. Vehicle has also hit other cars in the street trying to sneeze onto the foot path.
