Parking on double yellow lines on a busy road.

Throughout the day cars seem to be parked on double yellow lines outside the Turkish Kebab shop and the Bathroom and Kitchen Centre. This effects the flow of traffic and there has recently been at least one fatal accident around here. These vehicles are not loading/off loading. It appears this spot is not patrolled by traffic wardens, as if it was then people would refrain from parking there.
