Cigarette Bins Overflowing

I am writing to report persistent issues with overflowing cigarette receptacles in and around the Cardiff International Sports Village.

The problem is particularly severe at the bus stops along Watkiss Way and Ferry Road. The cigarette sections of the bins are full to the point that discarded ends are spilling out. In windy conditions, they are blown across pavements, grassed areas and towards the waterfront.

Although the general waste bins appear to have been emptied recently, the cigarette compartments have clearly been left unattended. I understand these are unpleasant to handle, but they still require servicing. The current situation is creating avoidable litter and a clear environmental risk.

If cigarette waste enters the water system around Cardiff Bay, the impact on wildlife is serious. Filters contain plastic fibres and toxins that do not break down quickly. This is preventable with proper containment and maintenance.

I ask that the council:

Ensure cigarette compartments are emptied at the same frequency as the main bins

Review whether the current receptacles are suitable for the volume of use

Consider installing more secure, enclosed designs

A good example of effective containment is the yellow voting-style cigarette bins used on Caroline Street, commonly known as Chippy Lane. These units appear more robust and better able to contain waste. Similar bins in the Sports Village area would likely reduce spillage and wind-blown litter.

This area is busy and highly visible. It should reflect a higher standard of maintenance. I would appreciate confirmation that this matter has been logged and details of any action planned.
