Failure to comply with standards on re-surfacing

Following the milling it was clear that the subsoil was saturated sand and should have been excavated to the recommenced depth for a layer of MOT Type 1 laid over a geotextile membrane then compacted prior to the basecourse tarmac being laid. This was not carried out. It would appear that no checks were made on tarmacadam temperature during the course of the day. As a result there are areas where the later additions have not bonded. The planned laying of concrete channels did not happen, as recommended prior to the laying of the base course. As a result the edge of the basecourse is not compacted to a suitable standard.
