Overgrown hedges still

Some residents have made an attempt to cut back their hedges even though they still over hang the pavement however number 17 have made no attempt and the path is still not passable with a single pushchair. The house appears unoccupied so whose responsibility is this now? Also further round, around numbers 5-9 approximately it is only just passable so this needs addressing. Also needing attention are the bushes on Bevan road on the north side of the road. These are very overhanging making passing difficult. Rather than me having to moan all the time can this not be monitored. Surely I'm not the only person who struggles walking around the estate. There's lots of people with dogs, mobility scooters and pushchairs who use these paths frequently.
