Abandoned car parked half on pavement opposite junction causing obstruction

This Silver Renault Megan car has been parked half on the pavement, and half on the road for over 3 weeks causing an obstruction to pedestrians and road users. It is on a single yellow line in contravention of parking restrictions, and located directly opposite (and within 10 meters) of the junction with Wivern Place, which is an offence. The location of the vehicle is creating a danger to road users as it forces traffic onto the wrong side of the road, and is particularly problematic at school drop off / pick up times for St.Edwards school. The vehicle does not appear to have moved for weeks.
