Concrete all over tarmac and poor concrete finish

This appears to be a new bench in Redcatch park in knowle bs4 in front of the toilet block. The finish of this concrete base is terrible with rough trowel marks in it, also appears to have been brushed before ready. The main issue here is the vast amount of concrete left all over the adjoining tarmac. This will now need rectifying. I feel it’s unacceptable for something new to look this bad with total disregard for the surroundings. Based on the fact that the bench has grass one side I don’t see how so much concrete has been left on the tarmac and not cleared up. I would hazard a guess that this work is only about 1 week old, but should be finished with more care and to a higher standard.
