Constant rattling from manhole when cars pass over

The manhole cover rattles very loudly when cars pass over. At certain points of the day the noise is almost constant. Our house is situated next to this and it is unbearable having an impact on mental health. This has now been an issue for around 12 months and south east water, southern water and West Sussex have all acknowledged the fault but will not take responsibility to fix it and pass the issue between them. A similar fault was fixed on a cover on the same road earlier this year and so this is a known problem.
