Lack of drainage causing mud to build up on the road

My wife and I are pensioners with health issues including walking with instability. The build up of mud is hazardous. The drain fitted to combat the problem does little. I guess resurfacing the road since, has contributed to this Rainwater does not touch the drain; rather running down this sloping road on either side of the drain. Given the time which has elapsed since first contacting you, can I request that this issue is given higher priority.
