Lorry with number plates removed has been permanently parked outside my flat

The van/lorry has had its number plates removed and is never driven. A man seems to be using it to store waste material, perhaps for business purposes. I have seen him driving another van locally which is apparently for a recycling business. The lorry may constitute a fire risk if hazardous waste is stored in it. There have been fires deliberately caused in other vehicles and bins very close to this location and I am worried that this one poses a risk.
