Large Construction Lorries Emerging Dangerously

A large construction lorry emerged to the right from the Cowley Solar Farm site in front of me the other day as I was travelling towards Oxford at the 50mph speed limit. This was fine, however, it was followed by another which did not have time to carry out the manoeuvre without me having to brake sharply. It was made worse because the 'banksman' ran into the road in front of the lorry with a 'Stop/Go lollipop' ordering me to stop! I ask whether this is legal?
