Potholes and a huge amount of loose surface

Potholes on the road leading to the car park have been getting worse every year. Getting silly now. The car park area is also getting dangerous with some cars sliding to a stop on occasion and a kid falling off his bike recently due to the conditions. Road is council responsibility, but who's responsibility is the car park? How can we make it safer please?
