Massively overgrown path and hedges

We currently do not have a path to the nearest bus top (it is just grass) and the grass is massively overgrown, over 1m in many places, as well as massively protruding hedges. This would only be a mild inconvenience for me, however, it is very dangerous to my grandmother who is almost 80, as she is rather small and frail. This means walking to the bus stop is now basically impossible for her. Moreover, our neighbours have 3 kids who are still going to school everyday and I can't imagine it is very safe for them, especially when a lorry or bus rushes by at 50mph, only a meter away.
