Illegal parking on yellow line and blocking entrance to private road

This coach is permanently parked on the yellow line on oaks Lane, Newbury Park, Ilford Essex IG2 7PL. It's also blocking the entrance to the private road. It's been there for about 7 weeks. I believe it belongs to the person who lives at 2a oaks Lane, Newbury Park. He owns many ice cream vans, a couple of cars and vans and a caravan, some of which are permanently parked on the private road. Nobody else is allowed access. He never gets a ticket for the coach when the yellow 3is in force although other cars in that immediate area will get a ticket. Action needs to be taken on this matter
