Loose and extremely noisy manhole cover on B480

The loose manhole cover in the road, near the public footpath entrance, makes a loud double-bang every time a car goes over it (ie. Every 10 seconds when the road is busy, which is most of the day) This constant noise disturbance keeps my family awake at night and early in the morning. It is exacerbated when a heavy vehicle hits the manhole, which makes my listed cottage shake. This has been going on for at least 4 months now and is affecting my sleep and mental health. I reported the situation last year, so would appreciate it being addressed as soon as possible.
