Water overflow from unmaintained drainage ditches flooding into garden

When we have continuous rain, the land which I believe is maintained by you, becomes saturated and the drainage ditches overflow straight into my garden. I am unable to use my back door to get access to my garden. As a result of the flooding my garden has become unusable on these times and this is becoming more frequent, (since 2020) This also affects my alley way limiting access to my bins and the front garden then becomes water logged

Garden badly flooded again yesterday 28th January after only a short spell of rain. I am concerned on the impact on the drains to my house notably the drain outside by my kitchen.
