Wheelie Bin Obstruction, Litter and Rats

Some residents of Barrosa Way and Abigar Close are consistently failing to take in their wheelie bins after collection. This is causing multiple issues:
1. Blocked Roads and Paths: Leaving bins out obstructs both vehicle access and pedestrian pathways.
2. Littering: Bins are being left out on the wrong days, leading to them being blown over, scattering their contents across the street and into neighbours' gardens. Bin bags are still being left beside wheelie bins resulting in them being torn open by animals, again causing litter and food waste to be blown around the street.
3. Pests and Cleanliness: The resulting litter has attracted rats, creating a health and hygiene issue for everyone.
4. Appearance: The prolonged presence of bins makes the street look untidy and unwelcoming.
The last waste collection was 24th Jan yet bins are still out there looking like this. This issue has been ongoing for a while but recently has been so bad, the sighting of rats means something must be done about it (council has been contacted before but cancelled the complaint).

New week, same mess. No response from the council which isn't surprising. The Whitehouse community council also don't want to do anything about it. When did people stop taking pride in where they live, there's a Primary School next to us, I'm sure they're delighted residents are encouraging rats to be so close by.
