Impossible road works

The road works on the B4015 next to golden balls roundabout another clear example of poor planning by oxford council. some one didn't write a Risk Assessment to understand how placing traffic light 20 meters from entry to the round about would cause the traffic to line up on the roundabout. but its gets worse now in response of terrible risk management and CDM planning you have placed 4 sets of traffic lights around the round about in panic and cause 30 to 45 mins queue in a very busy area to back up. when the easy answer is just close the B4015 entrance and leave the exist . does your department actually employ competent staff. if i had money i would bring you to court with your poor risk assessment and CDM management . I work at culham and not sure how to get to site from headington or how to return home given the serous nature of just how bad this set of traffic light is and how incompetent your approach is . when will this problem be address it need to be today ?
