No prior warning

Once again we have roadworks on a main route into Oxford without having any prior warning. To make matters worse there are also roadworks on the B480, the other main route into Oxford. Are the planning department trying to prevent everyone reaching Oxford from the south? This will, of course, simply 'kill' off all of the businesses in Oxford. I'm sure that they are happy. I realise, that by the time that this is responded to, the roadworks will be long gone and Highways will have no record of them and, therefore, be unable to offer any answers. I'm sure that they could do better if they tried.
