Water Leak Causing Mild Flooding and Black Ice

A section of pathway near Robey Avenue in Faringdon has a constant flow of clean surface water that is freezing. It is not easily visible to people using the pathway especially at night where a thick layer of black ice forms. I have slipped over on the ice and there will be more people injuring themselves if this is not rectified. Attached are some images of the problem.

Oxfordshire County Council treats 43% of the roads we are responsible for, which compares favourably with many other local authorities. Unfortunately we do not pre-treat footways
However there are other locally-based options available, such as salt bins, which can be purchased through town or parish councils. For an urgent response to ice please contact our customer services number 0345 3101111 as we can treat reactively -
I believe there is likely to be an issue with this section of public footpath such as a leak possibly, as there is a constant flow of surface water irrelevant of weather. Simply putting salt down is not a solution, take note of the image from last night 25th Jan. Can this be investigated and or passed on to the relevant department/utility company to fix as this is a public area as it is a matter of time before someone is injured in this cold weather.
