Problem parkers

I'm a wheelchair user and I can't access the pavement because these constant problem parkers refuse to park on the road properly, the local PCSO is aware and has sent letters and spoken to the car owners, I have almost been knocked down because I have to use the road to pass and then it makes it dangerous for me and other car drivers. The PCSO has told me to report it to 101 and the council but this is a daily occurrence and nothing is being done by the council. Cars can be replaced people can't
