Storm drains malfunctioning

Two storm drains in Chapel Close Clifton (situated on opposite sides of the road by the junction with Walnut Close - photo attached taken on a dry sunny day) are unable to take water – infact water actually spills out of them into the street at times even when there has been no rain! This water then runs over the road surface at speed due to the gradient deteriorating an already crumbling tarmac, forming new potholes while deepening others in it. This water then spills into the bridleway at the end of Chapel Close – a shale track - swirling up the surface and carrying the shale along with it. Someone has cut a gully from the bridleway into the ditch / culvert (photo attached) – the very same ditch and culvert that serves both the OCC storm drain pipework outlet and also the outflow from the Thames Water Sewerage Treatment plant. While their action takes water from the bridleway’s surface, unfortunately the shale is carried with said water directly into the ditch / culvert causing further blockages leading to more problems down and upstream of their action. I personally took a spade and cleared the ditch / culvert two weeks ago ensuring the outflow from the storm drain was clear – but still water bubbles out of the drains in Chapel Close indicating the pipework between the drains and storm drain pipe outlet in the bridleway is not functioning properly. I am not going out with my spade again. It is pointless for me to do so - the storm drains should be working properly so water goes into them rather than come out of them – PLEASE.

  • Now the flooding has temporarily subsided some of the 'fall-out' from the problems detailed above can be clearly seen. RECAP: As already highlighted, water pours out of storm drains in Chapel Close and along the tarmac road (eating it up deepening existing potholes). This water then courses along the bridleway carrying shale from its surface which it deposits in the ditch / culvert. This ditch / culvert serves the OCC storm drain outlet and the adjacent Thames Water STP. UPDATE: Attached images show this shale now completely blocking the OCC storm outlet into the ditch / culvert at the point ‘someone’ has cut a gully in the verge for the water (and its shale load) to leave the bridleway surface. This is now also blocking the inlet to the pipe taking water from the culvert to adjacent lake and river. Pre-Christmas Thames Water carried out necessary works to its Sewerage Treatment plant which required a steady stream of tankers to its plant. The attached images from a video taken on 23 December 2024 indicates the tanker frequency. It shows two tankers dangerously ‘facing off’ on the single track bridleway bordered by hedges. The white tanker, forced the yellow tanker to reverse not only along the length of a bridleway (regularly used by hikers, dog walkers and horse riders) but also to reverse along the residential street Chapel Close before passing. Couldn’t the white tanker, on exiting the TW STP have waited on the concrete apron outside of it so the yellow tanker could drive ‘safely / forward’ into the STP? In a letter to Clifton Residents from Thames Water before the afore mentioned works commenced it stated that it will repair damage to the surface of the bridleway caused by its tankers. BUT who is going to sort the blockage of the ditch and culvert – blockage jointly caused by storm water existing not entering drains and heavy tanker traffic? Whoever clears the ditch / culvert needs to think carefully where they deposit the waste they remove and NOT put it in the mouth of the raised emergency overspill ditch to the right of the culvert. This emergency ditch solution was designed by OCC Highways former legendary and genius Drainage Engineer Gordon Hunt on 8 June 2008 in conjunction with Thames Water’s equally helpful and then Network Services Technician Mark Taylor. Their design works well in an emergency. It carries water under the hedge and away, protecting adjacent agricultural land, lake and TW STP from being flooded. If waste removed from the ditch / culvert is ‘dumped’ in the mouth of this overflow ditch then this ditch won’t function properly in an emergency and problems of the scale seen in 2008 could return. As written previously I am not going out with my spade again and tackle the ditch / culvert. It is pointless for me to do so plus I have not caused this blockage. It is also now more than a spade job! PLEASE HELP RESOLVE THIS

  • As of 13 January 2025 the OCC storm drain outlet and ditch just before the Thames Water Sewerage Treatment plant are now BOTH totally blocked off / covered over with shale.Have been trying to upload a photo but for some reason it allow today. This is now going to cause further problems in the area and possibly flooding the sewerage treatment plant, the paddock belonging to Manor Barn and also the adjacent nature reserve / lake.
