Council planted tree dead after 1 year

Anfon at Bristol City Council llai na munud yn hwyrach. Cyfeirnod FixMyStreet: 6851426.

A tree was planted and had a cage around it. This tree did not survive a year (I don't think it was ever watered). Doesn't the council have a contract to have trees replaced if they die within 2 years?
