Double yellow parking

This blue car insists on parking on the double yellow lines outside their house. It is blocking the turn at a dead end road by a school. This person does it daily but compounds the issue when other cars park too close or over double yellows. The lines don't appear clear at one end but very clearly a double yellow road. They moved to the area in the last 6 months and neighbours have tried to talk to them but they are very rude and don't care that they are disrupting the neighbourhood let alone breaking the law.
