Dangerous and unpermitted highway closure

This highway and public footpath has now been closed for 4 days, without permission and consideration for the safety of the public or access to the highway. Please act to remove this obstruction. This is a breach of highway regulations. The now building site is accessible to the public and numerous hazards have been left for all to access. The materials, mud and stone, are obstructing both Rose Hill and Far Wells Road. This sets a dangerous precedent for such unpermitted work to be carried out without appropriate approval and adherence to safety procedures. Can anyone just shut a road and footpath?
