On Blackthorn Road outside the Mulberry Development. Merlins, Blackthorn Road, Launton, Bicester, OX26 5DA The reinstatement of the road service has been accompanied by what I believe are planning breaches. The roadside gullies on Blackthorn Road outside the Mulberry development have been removed/covered over . At the same time the road surface camber has been titled towards the opposite

Date Complaint Received Additional Documents side of the road and the middle of the road camber has been removed. Result is road surface water now only drawing on one side of Blackthorn Road outside this development and that side of the road is ALWAYS overwhelmed by surface water due to inadequate gulleys.   • The Highways Agreement team visited Blackthorn Road on Monday 9th December 2024 with the developer and the contractor. We discussed a proposal to resolve the current issues regarding the carriageway resurfacing and the upstands across the existing driveways, which have resulted in surface water over topping the kerb and onto the footway. These remedial works will be done over the next coming months and the proposed works will aim to resolve these problems. OCC's understanding is there were no gullies removed or covered over during the recent works and following the site visit there was no evidence of this.

    In response to the new road and footpath levels appear higher than originals opposite. That is correct, and this is because when the developer started the works on Blackthorn Road back in 2020, they discovered there was not adequate road construction depth under Blackthorn Road and the road levels were raised to install suitable road construction depth to OCC specification standard. OCC will monitor the situation over the coming months to see if any more problems arise from the works and if any remedial works are required, we will ensure they are carried out.

    The road resurfacing of Blackthorn Road has not breached planning, as all the S278 works are in accordance with the approved drawings, which were agreed during the technical audit stage.
