Duty of care to avoid flooding tonight

Following flooding of Kelston Rd on Sunday, there is excessive leaves on the pavement between the entrance to Kelston Park and the bus stop towards Kelston. These leaves will be washed into the side of the road and will undoubtedly cause further flooding tonight with expected heavy rain. The highway inspector visited the site yesterday and confirmed he would put a request forward for the leaves/debris to be removed, this has not yet been actioned. If my property is flooded again tonight then I will be naking a claim on the council for negligence and failing to take action to avoid flooding to a property.

As your operatives did not attend today I had no alternative but to deal with the problem myself. HOWEVER Having walked into Kelston today the amount of debris, including part of the underside of a car, is vast, following the flood. Could a road sweeper be assigned to the area please.
