Drain appears to be blocked. Standing water that hides potholes

The standing water here is constant since recent works in the adjacent land and covers half the road. It is hazardous to pull in as the road surface is uneven and can include hidden potholes. There is a drain right there but it must be blocked? This standing water will be even more hazardous in very cold weather when conditions are freezing. This is a 40mph road and as manager of the local toad patrol we know drivers can go fast on this road. Photo would not upload. I will try and go there later today and do another report and take a photo
