In accessable pathways

The pathways have not been able to be used for years! I now have a 1 and a half year old nephew who is now fully walking and it would be nice to walk to the park but there are cars on the path up to the hedge so you can't get through. It's the same on the other side of the road all the way up the top of White oaks. I never saw it as much of an issue but 1 I can't walk safely on a path with my nephew and 2 because so many do it up this road it's like dodgems! Please help if you can, the chaos is driving me nuts.
