This drain is at what3words ///rival.sample.burst. It is upstream of previously reported problems causing water to pond and flow across the road and which could be hazardous in cold weather. The gully is completely blocked, water is flowing down the side of the road and contributing to problems downstream.

17 November - two weeks later, the road is still covered in water and cold weather is coming this week.
