This floods CONSTANTLY and YOU KNOW THIS! PLEASE take action before someone gets killed

This drain has not been working correctly for FIVE YEARS and I have been reporting for FOUR years. We now have damage to an undertray, and a buckled wheel plus puncture across 3 weeks due to debris from this collapsing and non functioning drain. Are you simply waiting until someone is killed to fix this issue. Please work with the Knepp estate to resolve it, they want to help but cant because only YOU are insured and authorised to close a lane on a dual carraigeway to fix this permanently. Its is going to cause a FATAL CRASH and I am keeping copies of all correspondence from now on, but I do NOT want to be the one to say I told you so, thank you for your understanding.
