Unfinished road surface resulting in drain standing proud of road surface and water runs past it onto A4260 & broken kerb stones since May!

Since the new development in Chapmans Lane was completed several years ago the road surface at the end of Chapmans Lane and the agreed colour and texture change to the surface of A4260 at the junction with Chapmans Lane which was required as a condition of planning permission has not been completed. As a result lorries have broken the kerb stones on Left side of the Chapmans Lane at the junction as they are so high and these have been fenced off with barriers since May! The drain by these barriers which is supposed to take rain water from Chapmans Lane (which is now much steeper on this section since the junction changes required for the new houses) is now so proud of the road surface that the water runs past it and into the A4260. In the recent heavy rains this created a small river running down the A4260 in the direction of Oxford which over time will damage the road surface there too. As this work was a condition of the planning it has presumably already been funded by the developer so the length of time it has taken seems incredible!
