Rubbish from Drug Taking youths

On the parcel of land on three colt street that serves no purpose other than as a parking area for moronic youths who think the street is the place for a party there is a large collection of canisters and balloons which they have dumped on the floor. Could you send someone to clear it up please. Also if you could install a sort of fixed water cannon in the area that I could operate to disperse the youths when they arrive, I would be most grateful.
