Constantly flooded section of cycle track

WHile I've had to report this on the overbridge, I hope the photo makes clear where this issue is, on the cycle path below. The flooding has been constant, only disappearing for a few weeks this summer. Now we're into autumn, the water is more than ankle deep. It's making the cycle path impassable for most users. Unless you're wearing wellies, it's impassable, and the shortcuts around it are soaking and treacherous. Cycling through it is dangerous also, as people have put improvised duckboards in, and large branches, and these are hidden below the surface of the water. I've walked and cycled here for many years, and this constant floodwater is relatively new (last couple of years at most). It's making the Stroud spur of the cycle path impassable for most users, and forcing people onto nearby roads. Please can it be addressed.
