Parking in bays with no permits

I keep reporting to the council that people are parking in the hourly and permit bays with no permits or passes its normaly the same people the council dont tend to do anything ive reported this on numerous occasions they send a warden out 4 or 5 days later and then nothing i pay for my permit and can hardly ever park as they abuse the spaces with no permits and take up two spaces... Something needs to be done about it... Even if i have to go to the local papers to report it.. Can anyone else reccomend what i can do to stop it im off narborough rd leicester
