Blocked storm drain at bottom of Warren Hill

At the bottom of Warren Hill there is a storm drain which takes the rain water that flows down Warren Hill into a pipe that goes under the verge and bottom entrance to Corner Cottage. It then flows into a ditch that runs along the lane opposite Woodbury, Beech View and “U&I”. Water then flows into another small pipe that runs at 90 degrees to the ditch under the lane into a man hole/sump, then into another pipe that runs under the footpath and comes out by the style to flow across the field down to the brook. I live at Corner Cottage. My neighbours consider the ditch running along the lane to be my responsibility and have requested I dig it out so it flows. I have done this, but in today’s storm, the drain pipes under the lane and footpath blocked and the lane flooded, sending water down the drive of “U&I”. My neighbours and I used drainage rods to clear the pipes and the flood water receded.
Having checked my Title Deeds, which are attached, it is clear that the ditch is outside my boundary. The boundary is, in reality, firmly denoted by a Cotswold stone wall that runs under my boundary hedge. The storm drains and pipes are all part of the Highway and the responsibility of Gloucestershire Highways. The two pipes are connected by a section of ditch that runs right alongside the lane and takes all the rain water from warren hill. This is also part of the Highway. The ditch needs to be piped and covered so that vehicles don’t cause the ditch to collapse, and the drain crossing under the lane needs to be widened to match the size of the drain that first takes all the water coming down the hill, otherwise it will always back up and risks flooding the houses below the lane. U&I was perilously close to being flooded today and was saved by quick action of local residents. Please take action before further wet weather gives rise to more problems. I have lived here 11 years and only once have I seen Highways clear any part of this drainage system.

Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
