Obstruction Of Pedestrian Footway

The pedestrian lane by 135 London Road Waterlooville is obstructed by overgrown plants.
This has been reported before but the obstruction has never been cleared.
An earlier complaint was made about the obstruction.
The first response was "No action required" but later the county council admitted the area had not been inspected.
Tactile paving can be seen leading from the light controlled pedestrian crossing but if an unsighted person felt their way along thet paving they would walk straight into the obstruction instead of being able to turn right along the pedestrian lane.
Also users of mobility scooters and power chairs would not be able to use the pedestrian lane and those powered invalid carriages are their equivalent of legs.
An increasing number of local residents suffering from sensual and physical disability regard the failure of the highway authority to keep the right of way clear as disability discrimination.
It can be seen in the image that grass has been allowed to grow over near the rectangular manhole cover and square handhole cover near the street light post on the left.
The hedge belonging to Purbeck House (a care home) appears to have been cut back to near the boundary fairly well but the obstruction of the pedestrian lane and overgrown grass seen toward the street light post on the right are very evident.
The NHS has reported that over 8,000 sight impaired persons are registered in Hampshire and many of them are in this district.
The pedestrian lane obstruction should be removed without any more delay or excuse and kept clear so it is usable by all pedestrians.
The obstruction has worsened since the picture was taken in 2923

This has not been fixed. The highway is still obstructed by plants overgrown from the side. It is a safety hazard to sight impaired persons and others.
The plants should be cut back to the other side of the boundary and kept there. This has been an issue for over two year and is a disgrace.
Pedestrians need enough width for two persons or two mobility scooters o pass each other safely in the same lane; and adequate overhead clearance to be able to carry an umbrella without impact: at least 2.5 metres at ALL times
