Footpath impassable in rain

The end of this footpath has years of build up of mud from fallen vegetation. In wet weather it's a huge muddy puddle which people use the grass verge to avoid, exacerbating the problem as there's no longer any grass due to footfall. The tarmac footpath and edging needs to be restored.

I've reported this many many times with photos over the last 10 years. Nothing ever happens. OCC will pass the buck to SODC as not the highway and the District does nothing. They bleat about sustainable means of transport including waling but they are not following through. Total joke.

This is the latest photo of the alleyway. We need this fixed. Looking back at the available previous reports I see the response is usually
"We have investigated your report and have decided to continue to monitor the location during our routine inspections."
Are you mimicking King Canute? It won't change by looking at it? It needs action not summarily closed. One would mistakenly assume the report is closed then it's dealt with, not just taken off the register of open reports. OCC spends vast sums on roads but nothing on improving the pedestrians' lot. If green transport really was an objective you'd be helping people to walk and remove barriers to that, including recurring mud baths.
