Cars parking within the segregated cycle lane

Cars routinely park in the segregated cycle lane and within the unprotected cycle lane section in front of the construction site on Blackhorse Rd, usually in the evening and at night. They can access the cycle lane easily because it is not segregated in front of the construction site entrance. Sometimes, multiple vehicles are parked in that section. That causes cyclists having to join the main road, and then it is not possible to get back into the cycle lane without getting off the bike.
