Bad back filling of trench

The back filling and resurfacing of the trench across the road has failed. With the high volume of heavy vehicles using this road through the village the load banging is causes a disturbance to neighbouring properties. I have reported this problem before but no repair has been carried out, surly the council has the power to ensure that either it or the company responsible (Thames Water probably) should carry out repairs.
