Barrier between Car Park and grassed area

A large barrier of rubble (about 4 feet high) has been placed around the car park boundary and onto the grassed area. The local Councillor has said this will be earthed over and grassed and is to prevent damage to the car park barrier (the railings have now been removed and have been placed at the back of the carpark ) However, there is very large amounts of rubble, including large pieces of concrete, as well as metal and plastic and it is hard to see how this can become a successful grassed mound.
