Service road off the Avenue owned by council is no longer accessible by car due to overgrown hedges

Hi! The service road that runs off the Avenue and behind properties is so overgrown by hedges that is no longer accessible by car which is its prime purpose. There is also a garden fence that looks as if it comes out too far into the road making it even more difficult to gain access. I believe the service road is owned/serviced by the council and the fence is of a resident whose garden backs onto the service road. We’ve recently purchased a property on the avenue a few months back and it’s been like that since we moved in and a neighbour has said they contacted you multiple times but nothing has happened and they’ve been living there for years. We desperately need access by vehicle down the service road as we are currently renovating the property and gardens and need the access for construction vehicles and vans etc. also we’re having barbecue soon and my uncle is wheelchair bound with Huntingdon syndrome and the back entrance may be the only accessible route to the garden. So it’s kind of urgent! Many Thanks!
