Illegal parking by vans and caravans significantly reducing number of available parking spaces

Significant numbers of large vans and caravans parked long term along the edge of The Downs (37 of them this morning) reducing the number of parking spaces available to Downs visitors to only a handful. This problem has been there for many months but has got significantly worse since the Council requested van dwellers to relocate from the section of Parrys Lane that crosses the Downs. Many seem to have relocated round the corner and onto the main road.

Vans still all around the Downs and elsewhere. Yes, there money is tight but what are they contributing? They don't pay council tax and so we are paying to clean up after them, the street lights, the rubbish disposal, the recycling, the water, street cleaning, etc. There must be some way to impose a weekly charge in order to recoup some of this.
