Library carpark brambles breaking fence

The brambles in the library carpark are once again seeping through the fence and breaking it. They are also seeding in our garden causing massive brambles to grow. On top of this in order for us to use our garden safely with children in it, we have to maintain the bushes coming through the fence so often because they are covered in thorns and spikes. When you last cut it down you trimmed the top, but the bottom growth continued to grow through the fence and under and through our wall. This violates our property land ownership. The fence is also owned by the council and it's completely broken. This needs to be fixed and replaced at this stage. Regular maintenance of these bushes is essential, or replace with something less abrasive to our gardens.
