Speeding issues on Heywood Rd

There are continual issues with speeding along Heywood Rd.
This is a built up residential area but vehicles constantly exceed the 30mph limit.
Please can a series of initiatives be implemented to slow down vehicles.

If people didn't park all over the paths, including where there are double yellow lines, speeding would not be so easy.

Loud noisy loose manhole cover on Heywood Road where it meet Hampden Road. This has been reported to Bury Council and United Utilities MULTIPLE times with no correction - over the past year!!! This is driving me INSANE I cannot sleep, I have to turn my TV on very loud to drown out the sound. Absolutely crazy that nobody has come out to fix this??? I’m sure only once there is a SINKHOLE then it will be fixed!!! On a serious note this is affecting my mental health - I’m very close to going to the GP about it
