Obstruction to Public right of way, land south of crown inn dial post

The public right of way on the land to the south of the crown inn pub in dial post has been deliberately blocked off using fencing. The path also is not being maintained and is overgrown, poorly defined and feels unsafe. This was the first part of a walk from the crown to partridge green, all other fields were managed reasonably well but it looks like this field has been obtained for development and the land owners either are not aware of their legal responsibility or don't care. Other walkers may have been put off finding a safe route through this obstruction.
